I tried installing the postgres module for webmin but it gives me an error:

'postgresql requires webmin 1.50 or higher'

So, I tried to upgrade webmin and it says I am already on the latest release. I am using native cd with 1.490 webmin.

Any suggestions?

Most likely they are upgrading their modules to 1.50 for releasing it.
Have you try http://sms.it-ccs.com/isos/SMS-Current/extra/openbravo/postgresql-webmin-1.0-i486-1sms.txz ?
It includes webmin and perl modules for postgresql.
Or you can upgrade to 1.50 manually at
http://sourceforge.net/projects/webadmin/files/webmin/1.500/webmin-1.500.tar.gz/download
