I've downloaded this twice so I am fairly sure the file has a problem.
The package gcc-java-4.2.4-i486 will not copy to disk. All other devel packages will and work fine.

What do you mean "will not copy to disk"?
You just can't copy the file from CD to HDD? doesn't install during installation?
Could you please check the md5sum of the gcc-java package? it should be

You did the right thing.
Downloaded checked md5 of iso and package, copied and installed just fine.
If you use a CD-RW media maybe it's time to make a full format to it, or change it, happened to me a lot of times, this is generally crc bad media errors.
Try different media, or try to mount the iso instead of burning it with
mount -t iso9660 -o loop /pathtoSMSiso /mountpoint
and install the package.
