MySQL connection refused error following power interruption

After a power interruption I am having a hard time accessing the MySQL database. It successfully completed its crash recovery routine and the avantfax module is working correctly. I can't get any sort of php web applications to connect to it. (Joomla and collabtive) When I go through the settings on those applications, I receive a "Connection Refused" error. I'd appreciate any ideas on how I might get this back up and running.

Are you trying to connect though the machine itself (127.0.0.1) or over network?
Network is closed be default, you need to comment skip-networking in /etc/my.cnf

Can you login through bash and are the users there?
You can look with phpmyadmin too...

Skip networking is commented out and there are users present in phpmyadmin.

Try to connect through bash and login as a mysql user, which is set to joomla...

You can try to recreate privileges if aren't correct...

We need to know if it's a network access only issue...

It's got to be a network access issue. When I change the host to "localhost" and the permissions on the sql user to "localhost" and it works.

So problem is solved?

You can try to add users with the hostname like

grant all on database.* to user@[youhostname] identified by 'pass';

Yes, for what I need it to do. I had all of my connections set to the static IP address of the server even thought they reside on the same machine. By changing the host to "localhost" it seems to work. Might play around with the network access at a later date. I think a UPS solution will be my first priority.
